Commissioner cheers National ETS changes

Hang on, that's 'jeers', or maybe 'despairs of' the Government's proposed changes to the Emissions Trading Scheme.
And why wouldn't she? The changes make what's left of the attempt to reduce emissions here, as agreed to by the Government, an absolute joke, one that makes liars of National and a mockery of all of us on the global stage.
