Even more stunning is that it's on the subject of boot camps, John Key's darling scheme to straighten out our young offenders and one of Act's planks.
Garrett says:
"Much as we would like it be otherwise, there is a long history of failed “boot camp” type experiments – whatever you call them – all over the western world. All they tend to turn out is very fit criminals."
There you have it - an unexpected glimmer of intelligence from a man who has exhibited precious little of that til now.
Makes Key's red-necked desire to 'give them the boot' look even more misplaced than it looked when he was first breathlessly selling it to the public.
All this comes about of course, as a result of figures released that show that the first round of booting the young crims produced a re-offending rate of near 100%.
That's a fail.

What do you suggest Robert?
Dump boot camps. They are extremely expensive to run and their record of success is very poor.
Put your money (our money) into early intervention programmes. Nip it in the bud. Improve the lives of at-risk youngsters and stop divert them from the path to criminality.
