You are correct and obviously very clever to have known that! The farmer in whose workshop the chain hung, used this in the past for the purpose it was designed for. His shed was full of such instruments and tools - a veritable trove and all carefully cleaned, oiled, labled and so on. Quite the opposite of my own shambolic shed.

I think its a Gunter's Chain, used by surveyors to measure plots.
