The Petty Budget

Key and English had taken the potentially negative word "zero" and spun it well before the Budget was presented, so a new word had to be found. Russel Norman, so often quoted about economic matters these days, called it the "petty" Budget, especially in light of its implications for very young workers, like paper boys and girls.
Petty Budget it is, unless you've something better.
