Jumping the queue

Now why would that be?
Gore and Mataura have lucked-in, seemingly by appearing unexpectedly on the list of recipients for the ultra-fast broadband being delivered by Chorus. Chorus chief executive Mark Ratcliffe said,
"While Gore and Mataura are not part of our Crown-agreed programmes of work, they were part of the network planning we undertook to build a compelling UFB proposal." (emphasis mine, in response to the opacity of the meaning contained therein).
Why, I wonder, have Gore and Mataura been so fortunate? Perhaps it's compensation for the rolfing they are to get from Solid Energy, who knows?
