We've been powering-down for a while now.
Mostly, we've been powerless to stop the decline, however, we can become empowered by taking actions of our own.

I'm picking that as one of the more moderate Nats he's lost the battles that count - eg privatisation and welfare cuts - and his heart just isn't in it any more and/or he doesn't want to be associated with the shit that is going to go down.

Yes I do and I agree with your 'good riddance' Shane. Power loved to increase laws and decrease freedoms. The legislation he and his cronies rammed through is shameful. But I'll not be telling you anything you don't already know.
Guess having a surname like his didn't help!

The Greens and greens spoke out about all of Power's abuses of power.
