I hate it when I don't get the joke and others do. If the Rat is Banks, to whom does the sign "You Lie" refer? If you carried such a sign, you would not be referring to yourself would you?
I get the allusion that sewer-rats are accusing someone of lying (presumably Banks, given the context), but just cannot imagine why the accusers would portray themselves in that light. I will just have to accept Joe W's explanation that that is how the Standard people see themselves.
I don't like rats, which is why I have a terrier, but I do admire some parts of their character. They are intelligent, resourceful, adaptable and they look out for their family and others of their kind. Whereas I can't think of a single nice thing to say about John Banks.
His name rhymes with 'thanks' and that's a nice word, so while that's not saying anything nice about Crooked John (and there seem to be more than one of those about), at least we're not demeaning the weasel :-)

Difficult isn't it, Anonymous, when things are alluded to and not explained in full. I see Banks as more piranha than rat.
