You can say. I am guessing she is weeping at some misfortune that has befallen her. Since she was elected unopposed (and btw what kind of mandate is that?), it must be something else. Perhaps the new council is not to her liking?
That's no mandate at all, AC. I can't tell you what the chair is thinking (do chairs think?), she's not been in touch to congratulate 'her councillors' - I've done that for her :-) Perhaps she's crying into her pinot, who knows? Why does she weep? Ruby-Only-Knows.
